For over two decades, I’ve gained national and international experience in both the public and private sectors. My proven track record speaks to the complex and nuanced scope of projects which I have led, including transit and fixed asset infrastructure programs and initiatives.

Through innovative, pragmatic, and forward-thinking approaches to infrastructure, realty business solutions, and community building, I’ve created and implemented new organizational structures, including new processes and governance requirements, business plans, strategic goals and key performance indicators, skills gap analysis, risk assessments, and leadership and mentoring plans.
 
I possess an in-depth understanding of corporate and infrastructure real estate  requirements and how these public sector needs can interface with private sector real estate development initiatives to optimize opportunity. I know how to maximize real estate assets, such as underutilized and surplus lands, to achieve economic and community objectives, including innovative partnerships between government and the private and non profit sectors.

Region of Durham Station Implementation Strategy & Housing Delivery Framework

Role: Director, Rapid Transit & Transit Oriented Development Office, Durham Region

  • Led the team that developed a unique Land Value Capture/Regional Partnership Strategy to advance heavy rail station delivery, which culminated in the passage of Bill 131 in Ontario (GO Station Funding Act).
  • Positioned Durham as a strong commercial partner to work with the public, private and non-profit sectors to maximize real estate opportunities and ensure affordable and attainable housing in the Region’s planned Transit Oriented Communities.
  • Land Value Capture Strategy based on equitable sharing of infrastructure cost amongst benefitting landowners and has the potential to transform how heavy rail rapid transit infrastructure will be financed and delivered in Ontario.

Greater Toronto Airports Authority (GTAA), Regional Transit Centre & TOD Framework

Role: Associate Principal, Access Planning; Real Estate and TOD Lead, Part of the PMO team

  • As part of the PMO team for the GTAA, drove key results for one of Canada’s largest, most complex, and transformative rail projects; a new integrated  “Union Station West”.
  • Advanced a new city-building vision for the airport precinct including new ECLRT West Extension stations.
  • Developed a TOD framework to ensure land value capture opportunities are maximized. 

TOC Program (Market Driven Strategy) 

Role: VP, Metrolinx

  • Led the team that developed the initial TOC Program for Metrolinx, known as the Market Driven Strategy; a land value capture strategy where third parties fund the design and development of new GO stations within the Metrolinx Service Network, provided there is a supportable business case to do so.  This included establishing negotiation/deal parameters and obtaining necessary Board/Ministry/TB approvals.
  • Worked across Metrolinx business units to establish new processes and governance to receive the asset and the real estate. This included identifying asset protection requirements and ensuring market driven transactions could be accommodated in the context of planned Metrolinx procurements.

Woodbine Entertainment Group, Woodbine GO Station

Role: VP, Metrolinx

  • Led the negotiations for the first private third party funded GO station under the Metrolinx TOC program, establishing deal criteria and negotiation parameters as well as leading the technical team to obtain Board/Ministry/TB approvals.

Vandyk Properties, Mimico GO Station 

Role: VP, Metrolinx

  • Provided executive oversight and direction of developer negotiations for this first transaction type at Metrolinx.
  • Led process/governance to obtain approvals for the disposition of air rights and developer-funded GO station rehabilitation as part of an integrated mixed-use commercial and residential development.
  • This included descoping station work from an in-market P3 procurement. 
  • Worked across business units to ensure the agency was able to receive the rehabilitated asset and appropriately book the sale of the air rights. 

First Capital Realty, Park Lawn GO Station

Role: VP, Metrolinx

  • Provided Executive oversight/direction of business case development and developer negotiations for a third party-funded GO station and integrated mixed-use retail, commercial and residential development.
  • Worked with the City of Toronto to ensure, for the first time in Ontario, that a provincial transit asset be delivered as a condition of removing a holding zoning by-law to allow development to proceed.

Joint Venture Proposal Call, Port Credit GO Station

Role: VP, Metrolinx

  • Directed the review of the existing Port Credit GO procurement to secure a joint venture partner to develop a portion of the Port Credit GO station lands.
  • After assessing the merits of the procurement structure and developer requirements, ultimately cancelled it.
  • Directed new market soundings, reviewed pro forma feasibility, functional program, operational requirements, design exemplar commitments, and related costing.
  • Directed an updated business case, including financials.
  • Obtained approval to reduce Metrolinx program requirements and to commence a new Proposal Call based on real estate development fundamentals. 

Rio Can REIT, Country Wide Homes Ltd., Development Agreements, Eglinton Crosstown LRT

Role: VP, Metrolinx

  • Metrolinx entered into first of a kind Development Agreements to facilitate station overbuild/connections on the Eglinton Crosstown LRT, an in-market DBFM procurement, as part of expropriation mitigation strategies.
  • Provided executive oversight of Agreement compliance/revisions.
  • Ensured fair exchange of value, and obtained approvals necessary to execute the Agreements, settle expropriation, and gain P3 consortium agreement for scope change and for maintenance obligation sign-off, to integrate development into the transit asset. 

Metrolinx LRT Program 

Role: Director, Metrolinx

  • Led the Third Party, Property and Utilities work streams including property acquisitions/expropriations, planning, licenses and approvals for the Finch West, Hazel McCallion (Hurontario) and Eglinton Light Rail Transit projects. 
  • Responsible for oversight of and ensuring compliance with technical and legislated project requirements for public private partnerships projects as part of the Rapid Transit Program.

Toronto Courthouse, Ministry of Attorney General (MAG)

Role: VP, IO

  • Led the client relationship and advanced the technical team responsible for the development of the business case to illustrate the efficiencies ($700m+) of consolidating six Toronto courthouse locations into one.
  • Achieved MAG approval for the consolidation, resulting in the first high-rise consolidated courthouse facility in the province (and the largest in Canada).
  • Demonstrated the opportunity cost of indefinitely holding one of the province’s most valuable sites for MAG consolidation deliberations which required a decision to advance the consolidation.

OPP Modernization

Role: VP, IO

  • Led the client relationship and team responsible for facility programming, site selection, and all due diligence activities for 18 Ontario Provincial Police facilities in 16 communities across Ontario.
  • This was the first bundled IO procurement involving three different asset classes (Forensic Identification Units, Detachments, and Regional Headquarter) for delivery as a DBFM procurement.
  • Also included modified maintenance obligations for PCO on shared government owned sites.

Pan Am Athlete’s Village, Early Works Project

Role: Director, ORC

  • Led the early works team and ensured all due diligence and below-grade infrastructure completed on the West Don Lands.
  • Operated under incredibly tight schedule given fixed date for the Pan Am Games. 
  • Major deliverables included: a) early works construction (flood protection landform, utilities, roads); b) due diligence activities and approvals (Environmental, Geotechnical, Archaeological, Heritage); c) transactional requirements (land assembly, plan of subdivision, tenant relocations).
  • Successfully engaged with all relevant stakeholders (including Waterfront Toronto, IO, City of Toronto, TRCA, MOE, and MCCS) to deliver the remediated site on time and on budget to the successful bidder contracted to Design Build and Finance the Pan Am Athlete’s Village.  

Travel/Research Assistant, Professor JL Grant Long, Harvard Graduate School of Design, Harvard University

Role: Director, ORC

  • Conducted on-site research to assess the impact of Olympic development and related transit infrastructure on City Planning & Transportation for Beijing, Seoul, Tokyo, Sydney, London, Munich, Moscow, and Barcelona.  

Penetanguishine Mental Health Centre, St. Joseph’s Health Care, Hamilton, St. Thomas

Role: SPM, Cushman Wakefield, ORC

  • Led the teams responsible for preparing sites for three new mental health facilities to be constructed while existing facilities remained in operation.
  • Responsible for land lease negotiations, facility programming, and site plan.
  • Conducted all due diligence and early works construction in anticipation of IO Design Build Finance Maintain procurements. 

Camana Bay Master Planned New Town, Cayman Islands

Role: LH Consulting Services

  • Provided planning and development consulting services at the master planning and Phase One construction stage for a new town on a 685-acre greenfield site in the Cayman Islands.
  • The design team was tasked with translating the owner’s vision for a new town based on the principles of New Urbanism and sustainability. The design team was also given unique direction to ensure that non-revenue open space and institutional uses would underpin the design of the mixed-use commercial core and be constructed in the first phase.
  • Site servicing and infrastructure phasing, program mix, and residential typologies all formulated at the master planning stage. 

Region of Durham Station Implementation Strategy & Housing Delivery Framework

Role: LHDC

  • Providing strategic advisory services to the Region of Durham to advance TOD priorities; four GO stations, advancing work under Bill 131 including the Regulations and Background Study to ensure four GO stations along the Bowmanville GO East Extension; design consultation and real estate optimization interface issues with relevant stakeholders to ensure successful Housing Delivery Framework for the planned TOC’s.

Former US Naval Annex Base, Master Planned Community, Bermuda

Role: LH Consulting Services

  • Provided planning and development consulting services to advance a development bid for a master planned Arnold Palmer Golf community set on a former US Naval Base. 
  • Master planning and phasing formulated in context of significant site contamination, specialized air taxi service, and adaptive reuse of existing US Navy sewer and water services.
  • Residential typologies/fractional ownership modelling for five-star hotel attraction developed at the master plan stage, along with shoulder season programming to augment community golf course.
